PORT VILA, 04th April 2025. In 2020, the Senior Executive Officers (SEO) Retreat consisting of Director Generals passed a resolution for all ministries to strengthen their respective Budget Structure and Narrative to reflect actual implementation expenses and in addition address gaps identified in the ministry reports received by the Office of Public Service Commission (OPSC). The Ministry of Agriculture, Livestock, Forestry and Biosecurity (MALFB) have been identified as the only ministry which has effectively executed the SEO decision.

Therefore, the Office of the Public Service Commission (OPSC), organized a 2-day training from the 2nd to the 3rd of April 2025, facilitated by the MALFB, based on experience reflection, guidance on the budget structure and narrative process. This will enable line Ministries to better develop budget structure and budget narrative towards 2026.

The Objective of the workshop is to strengthen respective ministry’ s Budget Structure and Narrative by reaching an agreement to a standardized and harmonized structure and to devolve budget to accommodate for provincial and area council activities.

Participants were represented by all 13 ministries, consisting of Executive Officers, Finance Managers/officers, Monitoring and Evaluation Officers, Human Resource Officers and key implementing drivers: Finance and DSPPAC.

The 2-days trainings resolved to a uniformed structure and have identified areas of strengthening that could better address the gaps within the Budget Structure and Narrative amendment process. OPSC will be committed to monitor and track progress.

OPSC acknowledges the MALFB facilitator for their commitment to assisting other colleague ministries during this two-day meeting. Furthermore, call on the Expenditure Analyst (DoFT) and Sector Analyst (DSPPAC) to effectively collaborate with the allocated respective ministries to address budget structural changes so smart stream generate reports that reflect implementation expenses for various activities executed at provincial and area council level.
