PORT VILA, MARCH 17th, 2025. The Office of the Public Service Commission formally introduced the newly appointed Acting Director General of the Ministry of Trade and Commerce, Mr. Joe Ligo to the Ministry’s staff on Monday morning, March 17th, 2025.
During his official remarks, the Acting Secretary of the Office of the Public Service Commission (OPSC), Mr. Stephane Bong introduced the new Acting DG Ligo and announced that his appointment was formalized during Commission Meeting No.05, Decision No.22 of 2025.
“As we all are aware, the Commission has made the decision to suspend the Director General and appoint Mr. Ligo as the Acting DG. The Public Service Commission expects everyone to respect this decision and adhere to the ongoing investigation process,” he stated.
“The PSC expects staff of MoTC to extend the same level of support to the new Acting DG. Mr. Ligo is well- acquainted with this sector and the Public Service, having previously served as DG MoLNR and DG MoJCS. His expertise aligns with the requirements of this role, which is why the PSC has deemed it appropriate to appoint him on an acting basis until the investigation process concludes.”
Mr. Bong emphasized the importance of teamwork and collaboration within MoTC to support the DG in executing the Ministry’s Corporate Plan and Business plans of 2025 as well as ensuring the timely delivery of the Government’s 100 Days Plan.
“The recent changes were introduced to help stabilize the organization during the ongoing investigation process.”
In response, the Acting DG, Mr. Joe Ligo highlighted his extensive experience across the judicial, private and public sector. He noted his involvement in drafting policies for the institutions he previously served and his participation in the PSC’s Disciplinary Board
“My primary focus lies on commercial activities, companies and investments. I had the opportunity to assist former DG Trades Roy Micky during our initial trade negotiations with the WTO and continued to collaborate with successive DGs until my contract with the Public Service concluded in 2015,” he said.
Mr. Ligo affirmed that under his leadership the MoTC will fast track the implementation of projects in the pipeline with assigned fundings.
“During my tenure here, I seek your support in fostering an environment that empowers local production, processing, and packaging within Vanuatu. We cannot rely solely on imports. Recognizing our challenges doesn’t imply a lack of resources or capacity” he stated.
The 1st Political Advisor of MoTC, Mr. Marcellino Pipite stated the critical need for high performance at all levels. He urged the departmental heads and staff under MoTC to collaborate closely with the Acting DG to ensure the Government’s 100 Days Plan is successfully implemented within the set timeframe.
The appointment of the acting Director of the Department of Industry will be finalized after consultations between the PSC and the new Acting DG, with an announcement to be made shortly.
