Port Vila, 17th June 2026. The Office of the Public Service Commission (OPSC) successfully established the Vanuatu Public Service Commission Monitoring and Evaluation (M&E) Network Committee on 17 June 2026.
The VPSC M&E Network was endorsed by the Public Service Commission during its Meeting No.09 of 2025, recognizing the platform as a key mechanism for improving public sector performance through strengthened monitoring and evaluation systems. It was established to provide a framework for the exchange of ideas and experiences, and to address challenges faced by M&E officers across the public service.
In his official address during the second meeting of the VPSC M&E Network, the Acting Secretary of the Public Service Commission, Mr. Jean Yves Bibi, called for enhanced evidence-based reporting on the implementation of Government policies.
“This M&E Network will support the collection and analysis of evidence-based data through clear reporting tools to assess whether key Government policies and programmes are achieving their intended outcomes,” Mr. Bibi said.
“Your role is critical in guiding policy implementation across various Government agencies and supporting Directors General and Directors to establish measurable targets, monitor performance, and ensure accountability for results across the public service.”
Mr. Bibi also emphasized that the M&E Network could work closely with the OPSC to develop clear Business Plans with SMART indicators, helping to strengthen accountability among Directors General and Directors. In addition, the Network will support the Department of Strategic Policy, Planning and Aid Coordination (DSPPAC) in monitoring and reporting on the implementation of the National Sustainable Development Plan (NSDP).
The Network elected its first committee, led by Ms. Winny Marango, Senior Monitoring and Evaluation Officer at the Ministry of Climate Change, with members representing DSPPAC, the Ministry of Health, the Ministry of Internal Affairs, and the OPSC.
As Chairperson, Ms. Marango presided over the meeting, which resulted in the adoption of the Network's Terms of Reference and Guideline documents.
The OPSC looks forward to working closely with the M&E Network to harmonize monitoring and evaluation efforts and support the effective implementation of Government policies.
