Port Vila, January 19, 2026 – The Public Service Commission (PSC) has recently formalized the signing of contract variation of Director Generals respectively on January 16, 2026.
The Office of the Public Service Commission (OPSC) through the office of the Acting Secretary, Mr. Jean Yves Bibi signed the contract variation between the DGs and the Employer after the Amendment of the Public Service Act No. 36 of 2025 was made in October 2025. This amendment introduces key reforms to the Public Service Act (CAP 246), aimed at enhancing the Commission’s function efficiency within the public service and ability to manage leadership performance and delegate responsibilities more effectively.
Accordingly, the employment status of Directors and equivalent positions has been changed from permanent to Contract basis in the PSC amendment Act of 2025 and OPSC is formalizing this change through contract variations of DG’s and Secretary Generals of provinces as well as new contracts for Directors.

In addition, directors of all government line agencies will be signing their new contracts before end of January followed by an induction program for all SEOs that will be conducted by the Vanuatu Institute of Public Administration and Management (VIPAM).
These changes reflect the Government’s commitment to modernizing the public service, improving service delivery, and ensuring that leadership within public sector aligns with good governance principles and the PSC’s shift to performance-based management.
