PORT VILA, MAY 21st, 2025. The Office of the Public Service Commission (OPSC) is pleased to announce the appointment of Mr. Moses Peter as Compliance Manager and Mr. Stephane Bong as Deputy Secretary, effective May 2025. These strategic appointments reflect the Commission’s continued commitment to upholding the highest standards of integrity, transparency, and accountability within the public service.
Mr Peter brings more than 10 years of experience in compliance, governance, and risk management serving in the judiciary sector. In this role, he will be responsible for ensuring adherence to regulatory requirements, internal policies, and ethical standards across all functions of the Commission.
“The appointment of a dedicated Compliance Manager is a critical step in reinforcing our institutional integrity,” said Mr. James Melteres, Secretary of the Office of the Public Service Commission.

Deputy Secretary Mr. Bong joined the Commission with an extensive background in public administration, policy development, and executive leadership. As Deputy Secretary, he will support the Secretary in overseeing strategic initiatives, internal operations, and the implementation of the Commission’s priorities.
