The Chairman of the Public Service Commission (PSC), Mr. Martin Raoul Mahe, delivered a powerful address today during a high-level consultation focused on the Torba Provincial Government Council’s Corporate Plan using Public Service template for the first time out of the 6 provinces. The meeting, held at the Ramada Resort’s Torba Conference Room from 9:00 AM to 12:00 PM, brought together directors and executive officers to discuss Torba’s strategic priorities and key activity areas.
The consultation featured presentations on Torba’s Key Activity Areas and in-depth discussions on priority plans. The Secretary General (SG) of Torba Province Mr. Albert Ruddley also contributed to the dialogue, reinforcing the province’s commitment to long-term development.
In his keynote address, Chairman Mahe emphasized that decentralization is a national responsibility, not confined to any single ministry. He reaffirmed the Public Service Commission’s role in accelerating the delivery of government services to provincial levels through public service, stating:
“We must closely examine the structure of government machinery. Six provinces still rely heavily on central government, and this gap must be addressed. The Public Service Commission is stepping in to ensure no province is left behind through the planning circle of Public Service.”
Chairman Mahe highlighted the alignment with the National Sustainable Development Plan (NSDP) and the People’s Plan 2030, which aim to ensure inclusive progress across all provinces. He acknowledged that central planning often overlooks provincial needs and announced that the Commission has taken decisive action to correct this imbalance.
Mr. Mahe also announced that PSC is working with the government to strengthen SG and CSU role with the province therefore it amends the Public Service Act to formally recognize the Secretaries General of all six provinces. This marks a significant step forward in empowering and strengthening provincial leadership.
Chairman Mahe also called for enhanced planning, reporting, and performance management at the provincial level. He commended Secretary General of Torba Province Mr. Albert Ruddley for its rigorous approach to corporate planning and pledged to present Torba’s plan to the Commission, recommending that 30% of decentralization-related performance agreements for all Directors General in 2026 be focused on Torba.
Chairman Mahe noted the importance PSC to continue create avenue and platforms for strategic collaboration between public, private sectors and our people. He expressed optimism that next year’s engagements will foster deeper partnerships and acknowledge past achievements.
The Chairman concluded by thanking all directors and senior officers for their commitment to Torba’s development and encouraged continued collaboration in shaping the province’s business plan for 2026. He urged other provinces to urgently follow Torba’s example and embrace proactive planning for inclusive progress.
