Human Resource Management

Human Resource Management is a core unit of the Commission. Under this program, the Commission assists Ministries by developing sound human resources systems, policies and practices to attract, select, recruit and retain high and potential employees in the Vanuatu Public Service, and to facilitate improved individual performance. The Human Resource Management Unit (HRMU) is the Unit that is responsible for the management and the administration of the public service human resource functions.

Compliance and Policy Unit

The objective of the unit is to give legal advice to the Commission (PSC), Public services disciplinary board and OPSC on their decisions to avoid legal challenges, and costs arising from unconstitutional decisions made from the said commissions.

Fleet Management Division

The creation of the Fleet Management Division (FMD) was from a COM decision to replace the Vehicle Committee. To better manage the misuse of the Government vehicle The PSC fleet management with GeoCal fleet had install GPS monitoring tools on few government vehicle for a three month trial.

Vanuatu Institute of Public Administration and Management

The role and function of the Vanuatu Institute of Administration and Public Management unit is to assist people connected to the Vanuatu Public Service build their general knowledge and skills and provide advice on HRD policies. PSC training courses are coordinated and managed by VIPAM unit.

Performance Improvement Unit

The objective of this unit is to ensure Organizational structures, objectives and strategies are in line with the Coorporate plans of the Vanuatu Public Service commission in terms of services delivery. It also includes the functions to review, research and report to the Public Service Commission on Corporate Plans and Annual Reports of Ministries, and on complex policy issues need be that may have been initiated by the Council of Ministers such as Decentralization Policy which was piloted in both provinces of Malampa and Tafea in 2011.
